Yeah, I'd already asked him about that a few weeks ago. He said the primary reason was to allow bloated penalties to be deflated to get the cap penalty closer in line with the player's value.

Not sure if everyone is aware of this, but as you can see from Grudge's recent add/cut, you can reacquire players that have a cap penalty, cut them again, and reduce the penalty.
