• Late answer but you get a chance to release someone. Basically you can have 40 people on your roster, but it won't let you do anything such as adjust lineups or trade or add new people until you cut the extra person

• If you win and can't afford/don't have room for the player it will still add them to your roster, and you just have to make cuts to get your roster legal ASAP, as you won't accumulate points when it's in "invalid" state. It's kind of unclear to me what the deadline is to fix your roster to avoid the penalty.
