That's rather silly since you're not a newbie and cuts happen at the same time every year. There's a discussion about what to do in this case: https://community.ottoneu.com/t/rules-not-getting-under-the-cap/4847 tl;dr if JTM/Ian want to they can cut Ohtani from your roster for you, but they're not under any obligation, and if they don't you can't participate in the draft.

Thanks Spencer! It’s taken me five years to get here! Couple championships, couple runner ups. Looking forward to battling the best of the best.
I was challenged in a comment section back in 2015 by a certain individual to beat him in fantasy ottoneu. (Not sure if he is even around anymore). However now I’m here and looking forward to some great competition!

Quite a coincidence that he's exactly one short each.
Dropping two prospects seems like the most sensible recourse to prevent these kinds of shenanigans in the future.

Seems like most owners that have responded don't really care; still important to have precedent for when/if folks sell off in the future. It's rule 1a for a reason. I'd be delighted if he just drops 2 prospects and we can all move on with our lives.

To be clear: rule 1a states "Each team shall during the regular season maintain a roster of 22 major-league players that can fill out a starting lineup" Sandy (Spencer Turncucks) has 11 valid position players for 12 spots and 9 pitchers for 10 spots. He did that mass prospect add and dropped major league players when he could have kept 2 and been in compliance. This seems like a pretty egregious violation of the rule to me, wondering how others think we should address it.
