For deadbeat owners, what if we simply had a policy based around basic communication. If an owner fails to communicate (trade offers, emails) for, say, 6 weeks, then we send a warning email. If they don't respond within, say, 3-4 weeks, we remove them.

So I agree there are two related, but different issues here: what to do about deadbeat owners (how to tell they are DB, when to replace, etc) and what to do about infractions against the rules.

enforcing 1.a. (maybe having a 2-3 strike approach or something) with exceptions for teams like DBA who are active/attentive/responsive and clearly have a plan in place seems like a pretty objective way to ensure that we have active owners

For what it's worth I'm totally cool with what DBA is doing right now, and I don't think rebuilding teams should be forced to use 5 roster spots on RP. My concern is more with owners who go totally off the radar and...

Rule 1a does say "Each team should maintain", though, which leaves it open to interpretation. No effort is made to say that's a mandatory requirement, although we could certainly choose to enforce it that way.

I actually agree. DBA is definitealy attentive, but he should have to field a full lineup. Even a cheap-ass, $1 fill in to hold the lineup spot. Rebuilding teams have to do it in real life (said the Cleveland Indians fan...)

I think the 22-MLB-player-lineup rule is there to prevent DBA's roster. To keep Ottoneu more like a league of 12 teams.

If you'll read six posts down, I have proposed a way to draw that line. "Special dispensation" is vague, I guess, but I think it's pretty clear to a reasonable observer what you're up to this season...

Yeah, that needs clarifying. Going into next year, maybe it's something we can get everyone to agree on? Totally understand your concern w/r/t removing paying customers though, and deadbeat owners might just not be that much of an issue right now.

What would enforcing mean? Replace owners in-season for violations? Between seasons? Folks pay money to play, so I'm a little uncomfortable removing them without their consent.

Maybe we should like, enforce rule 1.a.? Good way to keep owners active, pretty objective, cut and dried. Special dispensation for guys like DBA who are rebuilding and cannot fill certain positions.

Yeah, I always find it odd how long the layoff feels. Four days doesn't seem like enough to care but by the end, I'm hankering for some Ryan Howard strikeouts.
