IMO kinda depends on what the requested cuts are. If it was just to cut $6 to have a valid roster I don't think that warrants much of a penalty, but maybe we poll cut now vs. in-season on who was requested? I agree he's at an advantage to decide now but I don't think we need to take him out of the running for this season.

I think at the very least there needs to be a significant penalty for missing the cut deadline.

I think there's no excuse to have missed the cut deadline. No one else missed making their cuts. It's the same date every year in every ottoneu league. The deadline was posted on front page of the league for over 2 months. Can of Corn isn't a new owner and has no reason to have missed the deadline. Now they have the advantage of making all their cuts knowing the entire pool that will be available at auction.

So we had one owner miss the cut deadline and now wishes to have players removed from his team. Before I proceed I want to put it to the league to see if there are objections or ideas. Without players being removed, his roster will be invalid which will prevent him from participating in the auction.
