• i'm not starting a second league. i think the consensus is to stick with the current arbitration system this off season and then move to the new system following the 2013 season.

• I think we can only do this if it's a unanimous vote, because otherwise it's really not fair to the teams whose strategy was for the current system. Basically, we shouldn't change a rule unless everyone agrees.
